It’s been one of those things that’s been proposed for so long with no action that it won’t happen. Sort of like the Bakerloo Line extension to Lewisham or whatever
Big multinational federations always remind me of lazy SF world building where the author wanted to change something to indicate the world is different but also not do any actual research.
