Generally, I haven’t got a cat for the sole reason that I live right by a busy road and cats love going outdoors, and I would feel awful having a cat and not letting it out.
That said a couple of my friends have house cats and are looked after well, but your mate seems a bit clueless. Some people don’t even realise they’re being cruel and think that by feeding their pet and watering it that’s looking after a pet well.
Is the cat entertained? Like does he have toys and stuff? Sounds quite sad

One of the neighbours has a cat and I’ve never seen it outside. It seems to live in the bathroom - can always see it sat on the window ledge behind the frosted glass.

yeah i stayed in an air bnb with a cat once. third floor flat. the cat had access to the balcony only, from where it could longingly stare at birds flying around wondering where the hell the impulse to jump off the edge came from and looking increasingly less able to resist it.

The flat below me has the same deal. They hardly ever seem to be in either. The cat seems fairly content whenever I see it lying in the sun on their balcony.

Does his flat have light wells in lieu of windows?
If it doesn’t, it’s not legal, and he (or his landlord) could be in trouble.
This isn’t safe for human habitation, let alone a cat.
