I dunno. Guess it comes down to whether civic identity’s important or not. I’d consider Salford part of Manchester, but i probably wouldn’t if i was from Salford.
The boroughs around here are pretty fucked up. Places like Altrincham, for example, clearly Manchester, technically Cheshire, but if that’s the rule we’d have to take in, say, Oldham and Stockport as well, so probably for the best.

I was once in Newcastle and was talking to someone who asked where we were staying, and I pointed at the hotel across the river and they said “oh, that’s Gateshead”. It was 200m away, its the same place.
