Lots wrong with Ivor to be fair. No sign of any water storage to be seen on him, the coal tender looks way too small to be useful and really difficult to get the coal out of. Lucky he always had dragons on hand to bail him out.

Ivor has pannier tanks on the side of the boiler, and a coal bunker behind the cab
