In Japan they are called paku paku and are commonly used not as fortune tellers, but as little snapping mouths.

In year 5 we were told to make some paper decorations, I made a load of those because I thought they would look nice threaded on a string, teacher had a massive go at me for some reason, same teacher confiscated runes for being satanic
