If your personality changes due to a bump on the head/therapy/the passage of time they don’t take your qualifications off you. I’m not an angry teen like I was in 1999 but Edexel haven’t asked me to hand in my GCSE certificates yet.
If he had to redo his PhD/medical degree (is it ever specified what sort of doctor he is?) every time he regenerated it’d be like painting the Forth Bridge

This is a very good point. I certainly hope Ralph D Tavies didn’t take OP to heart too rashly before considering this compelling alternative argument! Healthy debate is what a thread is all about
Although the Doctor’s personality and appearance changes, there’s an unbroken continuity of identity which means the qualification remains valid through regenerations. It’s a postgraduateship of Theseus, if you will.
