It’s Decade probably (Neil Young).
The Stranglers Collection 77-82 isn’t far off for its range of sound plus every track being a corker.

Tough one. I think I’d have to say, The Best of The Beatles
Seriously though, this has to be in with a shout
I kind of think that by definition the best greatest hits album has to be by a band without a great album.
Putting forward the respective Killers and Police collections
I still think this and Bootleg Babies are the ultimate Underworld albums
(Oops, pressed reply instead of edit post)
I’ve said it before and I’ll say it once more, it’s Staring at the Sea or maybe Galore.
includes great non-album singles like Bankrobber and Armagideon Time
(doesn’t have the only good song off Cut The Crap which later comps do, but they’ve all got rubbish covers)
First disc of this is mind-blowingly good. The 7" mixes of every single up to Touched by the Hand of God. At least 2/3 of them weren’t on any album originally. Only the first Cure one comes close.
But is it really a “greatest hits” if it’s just all the singles???
Maybe ChangesBowie is the best because Bowie did have quite a lot of good songs but listening to any of his albums is annoying as fuck.
Zero skips
Yeah it’s abba
Would go for Volume One myself as Terror Couple Kill Colonel is their best song.
