Those two words just don’t go together in any way that I can fathom that creates the meaning of the phrase
Think ‘what about’ is a contraction of ‘what say you about…’ which makes sense. Then at some point how became an accepted replacement for what. Reckon we can blame Americans but I’ll let @scagden confirm

Trying to reverse engineer some sort of sequence of changes which explains it is a waste of time.
