You shouldn’t need to invest so much time in shuffling around. Streaming and music media should be able to have the same impact as TV. And also outside of maybe 6 Music, a lot of radio is either specialist or commercial, and rarely is there much overlap.
I still remember when Phil Taggart slipped some Babymetal onto Radio 1 in daytime and it seemed to defy logic but had a big impact.
It’s not anything that’s “broken” with the music industry, it’s literally just that people can listen to any music recorded over an entire century now, whereas prior to online music there was a scarcity factor which just doesn’t exist now.

Probably for the general casual music listener (radio/playlists/stuff they hear on tv) Kate Bush has been reduced to Wuthering Heights and nothing else really so it may well be new to a surprising number of people even of the age you’d expect to know her.
(but they shouldnt be shocked that people are checking out Kate Bush when a) she’s great b) for a while it seemed ike every PR firm was name checking her to push their own artist.
Of course people will be like “hmm maybe I should check this Kate Bush out”
