Theoretically yes, but in practice it doesn’t seem to incentivise them. Doing just enough to survive is all most of those clubs (or at least the heirarchy of those clubs) care about.

only thing I’d not love about going mad and having that many teams promoted would be that you’d get an aspect of the ‘top 4 = a trophy’ attitude that exists in the prem

A Chelsea supporting fan told me about that, one of the scariest games he’s been to. I think we were the first team to win the playoffs in 1989 when there were no top flight teams involved.
