Both the open and close times for each of the submission and votes windows can be manually set - think it might just be that @brainfreeze has got this one opening at 1pm which is when the voting window closes for the 1997 round.
edit: But I too was scanning my junk mail, track link copied already.

I think a car is a mode of transport, a road (specific or otherwise) is not. Kind of like the way a boat would be but a canal wouldn’t.
