In my youth you could quite happily live on the dole plus housing benefit and be a musician, writer, actor, whatever. Maybe not comfortably for more than a couple of years, but it was in effect an arts subsidy from the government.
It was a fairly common path, and lots of people would try it for a couple of years to see if they could get anywhere. Hence the large number of working class bands, actors, writers etc in the 70s, 80s and early 90s.
