A large part of their role is to do with representing the local community in the planning process. In effect this usually ends up meaning objecting to everything. Most don’t have contested elections or party affiliation. They don’t have legal responsibilities to provide services in the same way local authorities do and simply don’t exist in places where no one can be arsed to be councillors. They can do good stuff if the people involved are able to bring in funding or build local support for projects but its all down to communities themselves and/or favourable circumstances whether this happens.

They do have a limited role beyond giving their view on planning applications, but it’s quite small - things like footpaths, public bins and toilets, maybe cemeteries and village halls and playgrounds.
