Not as standard, they did it in the hope that it would be picked up more widely to show bullying within the council. There’s loads of context around it, on their website by Brian (trying to shut it down by saying they edited it to make him look bad) and responses by Janet and John on the community page on Facebook saying its not edited and they should be ashamed etc.
In short, they wanted it to be picked up by the media, they didn’t think they stood a chance. Julie for social media champ of the year.
