sounds awful and a bit familiar from previous stuff you’ve posted. It’s likely that, if they are a flat above ground level, their lease will contain a covenant that floors must be carpeted to cut down on noise. I know that doesn’t give you an immediate solution but I do think that your living conditions are becoming untenable and certainly the “quiet enjoyment” that you’re supposed to experience as a tenant is not being upheld by your landlord. I do think that moving, unfair as it is, could be your best option. I wonder if it’s worth some formal communication with your landlord on this, and if you want to knock together an email I’d be happy to give a check/ edit from a legal perspective. Xx
