25 metre backstroke swimmer
While races may be held in 25m pools, the minimum distance at official senior championships is 50m.
Not wanting to nitpick but I thought it might be a certificate of competency rather than of competition
Love a bit of nitpicking.
In order to be certified, one has to be measured against a certain, widely accepted standard. In the swimming world, FINA sets the standards. However, this organisation currently does not recognise 25m backstroke as a competitive distance for senior swimmers. As such, the person in the OP can not claim to be certified.
Obviously, if anyone is aware of another way of establishing certification for a 25m backstroke swimmer they should feel free to suggest so.
