I’ve actually never listened to him, but on genius’s entry for the song it refers to this NME review of a concert, and reddit seems to be bringing up the Love Is Hell album a lot.

Often hear American singers being described by other Americans as singing in an English accent when it wouldn’t have occurred to me that that’s what they’re doing (see Robert Pollard, Brandon Flowers)

Can only remember one Ryan Adams song so don’t really know if he does it but it seems to hinge on the pronounciation of words like “TONOOIIIGHT”
