I think he got a bit of a bad rep for being hard on trainees in TNAs ‘gut check’ (nxt rip off) but that may have been in character

Depends on the order they do it and how long Rock can/wants to stick around for, but I’d imagine either Roman drops to Cody before Mania so the fight is mainly over who is head of the family or w/e.
Otherwise they’ll string it out so Roman defends against Rock and drops it further down the road to Cody.
