Have to be careful what I say here for professional reasons, but the snippets from that article suggests to me that it’s sodium hypochlorite solution.
Now obviously that lot are batshit, but oddly enough dilute hypochlorite solutions do have medicinal uses, particularly as an anti-inflammatory agent. There’s a group at Stanford who’ve published on it.
That pH is far too high, though, and will harm people.
