What makes a truly great album?

Is it how coherent it is? How it all holds together and every moment, let alone every song, feels like it’s part of a whole? Or is it about an atmosphere? Or just loads of truly great catchy songs? Definitely feels like there’s a big difference between acts who do a sort of brilliant singles collection and those who make what feels like a ‘body of work’.
